I notice most restaurants dont do this much anymore..just curious..

as a server i can tell you that the main reason is because the restaurant doesn't want to loose the potential of SELLING you a drink for 2 bucks. serving water first sometimes people will skip the soda and just ask for lemon. also, it is really time consuming. i love water and will request it every time. upon request is probably the best overall answer to this problem.
