This happened to us. When my husband nicely asked the mother to quiet her child, she told him to move. The mother was very rude. This ruined our evening out even more.

you can ask to be moved or before you are seated ask for a table away from small children. As the mother of a 4 yr old I do everything possible to keep my son behaving, if he acts up i take him outside until i can calm him down. I also don't take him to any high-end restaurants. Unfortunately some parents think their kids can do no wrong.
