I'm just guessing here... Since you are asking about playing drinking games at your 21st, are most of your friends still underage? If not, then the person who suggested you go to a bar is absolutely right. Your drinking game days are now behind you. If you will be entertaining a number of friends who are underage, then I have some suggestions for you, because I have been in the same situation. Except I was the under-ager whose friends all turned 21 months before me...
You could try "flippy cup." This is a messy game. You should be outside, or at a table that can get messy that is not over a carpet.
There are two teams. Each player has a standard-size plastic cup. Each person fills their cup with a couple oz. (maybe two standard sized shots) of beer. You need to use beer, because if you use hard alcohol, people will die, and DO NOT fill the cups all the way, because if you do, people will die.
The two teams be lining opposite sides of the table. The teams also need to have even numbers.
Someone say "GO!" The first two people, who are on opposite teams and are facing each other, need to drink their small amounts of beer. After they have swallowed their beer, they need to place their cup, right side up, on the edge of the table. Half of the base of the cup needs to hang off the edge of the table. Now, using only one hand, they need hit the bottom of their cup and try to flip it so it lands on the table upside-down. If the cup falls over after it lands, it does not count. It has to land upside-down and stay put. When a person accomplishes this, the next person at the table from their team drinks their beer and flips their cup. You cannot drink your beer until the person before you has drunk their beer and successfully flipped their cup. When the last person on a team has drunk their beer and flipped their cup, they have won if the other team is not finished yet. The winning team can then impose some sort of silly rule on the other team, like chug a cup of beer, or sing the Canadian National Anthem before they can use the bathroom.
My other suggestion is to play "Roxanne" by The Police. Whenever you hear the name, Roxanne, you have to drink. Or you could watch a movie and set rules for drinking. For example, if you are watching Monty Python and the Holy Grail, you drink whenever someone beats a cat, or whenever someone gets hit on the head or killed. Google almost any movie or T.V. show + "drinking game" and you will get a nice game to go along with it. Or you can invent your own drinking game.
