Answer:
NO.

Only heavy cream, (not heavy milk) has a high enough fat content to whip.
you might be able to do it with the half & half, just make sure it is ice cold and you must have an extremely powerful immersion blender or mixer. you will not be able to whip this by hand whisk and get enough air into it. it will not work with evaporated milk, no matter what.
