Next scout out your location. Your location could make our break your business.
Next figure out how much rent, utilities, credit card, inventory, is going to cost you because you are going to need all that if you need to get a small business loan.
Figure out policies, how the store is going to be ran.
Check out employment laws if you plan on hiring employees.
You are going to need to apply for a vendor's license and get a state tax id number as well as name registry.
I suppose you would have to get the proper permits from whichever gorvernment entity controls this issue

Once you find a spot with potential, check the City of Fresno for license and other regulations. Lastly contact the local distributors to get the brands that you want to sell. Good luck.
