Sounds like you are talking about the Roe (eggs) and it can be eaten

It is either guts or dried blood and I would discard it. and wash it thoroughly

If it's what I THINK it is, it'll look just like the other meat of the fish, only a brown colour. If so, then it's just a different part of the meat, and it's up to your taste buds to decide whether you want to eat it!

If it's eggs, which in some fish you can find near the skin, they will have an obvious granulated appearance (or if it's a bigger fish they'll just look round!) and again, it's entirely up to your taste buds whether you eat them! They are safe enough!

If it's any other 'brown' stuff, not with a meaty texture or like eggs, it could be a vein - or bowels... you don't want to eat bowels! They haven't been emptied! But you'll know if it's bowels, because they'll SMELL!!
