Answer:
I answered your Chardonnay question too, and again it's hard to say who makes the BEST because it's so subjective. For expensive wines, I'd go with Paul Hobbs Cabernet Beckstoffer To Kalon...excellent...very expensive, but EXCELLENT! I also like Titus and Chappellet (of course, because they have the same wine maker, Phil Titus). I also really like Rudd wines as well. Now, if we're talkin' inexpensive, again I'd go with McManis Cab, or 4 Bears.
find a carpenter
If you want to spend some $$$, Cakebread or Chalk Hill both have wonderful, rich Cabernets.

If you're not on an expense account :) I'd go for Sterling. Chateau Ste. Michele is also nice and full bodied.

(also, Reidel wine glasses make an inexpensive wine taste great... i NEVER thought it was true until I did a taste test using several different types of glasses-- juice glass, tumbler, my 'good' wine glasses... and the Reidel's (Vinum) are a great find)
If you have unlimited disposable income then you might want to look for some Screaming Eagle Cab. Expect to pay maybe $2000.00 or more per bottle. I know i have better things to do with my money. I'm sure it doesn't suck though.
as much as I hate to say a mega brand like Beringer, the Private Reserve is awesome (but then it's $70 too)

also:
Von Strasser
Titus
Silver Oak
Martin Ray (Diamond Mtn)
Edgewood
Chappellet

and there are Paulliacs and Margaux to consider too ..
