They are pulling a fast one on you
Firstly, there are two categories of proof.
One American Proof and the other British Proof(Sikes). The history of American proof dated back to the 18th century whilst the Bristish proof dates back to 1816.
Alcohol by volume (ABV) is the international standard of measuring alcohol which was "enforced" by the European Union only in the 20th century.
But to keep with tradition, many American & British distillers still prefer to use the "proof" measurement. Many distillers today have, in fact, included ABV on the labels together with proof as majority of the whole recognizes ABV more than proof.
This has lead to a reduction of the confusion between British proof and American proof.

proof is a liquor turn that came out in the early americas by testing the alcohol content with gun powder the reason it is double persent was for marketing purposes. If you wanted to see if alcohol was good you put a tea spoon of black powder in a saucer and the liquor in question, if the mix flash fired it was called showing proof and the reason they tested it was because whiskey and rum were made by farmers trying to preserve their crop (whiskey lasts longer than bread)
