Beer can become bad if it's constantly heated and cooled, due to it's low alcohol content (3.2-5.4 % by voulme). Wine and spirits (wiskey, vodka, etc) can be stored in warmer temps due to the higher alcohol content. Though most alcohol tastes best at celler temp (generaly 52-55 deg F) there are some exceptions. Vodka is best at 30deg and Sake (Japanese rice "wine") is great at 100 deg.
Also hard alcohols aren't going to just spoil if they aren't cold, it makes more sense to put it in the cabinet than the fridge with all your other every day stuff
Beer--people like beer cold, they don't usually add ice
Some folks believe that martinis made with gin or vodka at room temp are best since they melt the right amount of ice in the shaker to dilute the booze.
Brandy shouldn't ever be chilled, that's why you drink it in a snifter, so your hand can warm it.
If whisky/whiskey was severed too cold then you wouldn't be able to taste the subtleties. Lots of people drink whisky/whiskey straight or with just a couple of cubes of ice for this reason.
But I get your point - for the stuff that people are going to mix with soft drinks & ice then I supose it wouldn't really mater if it was chilled. In this case I suppose it would just be a limit on fridge space.
