Answer:
I'd argue that homebrewing is insanely popular here in California.
Look at it this way, every year there are two large (1000+ people) homebrewing festivals (the Southern and Northern California Homebrew Festivals). By the way, if you ever get a chance to hit those up, go. The AHA lists over 70 homebrewing clubs in the state. The Maltose Falcons, America's Oldest homebrew club, is located in Los Angeles. QUAFF, the club that's won the AHA Homebrew Club of the Year for 6+ years, is in San Diego. California has 2 regions in the AHA NHC. John Palmer, the author of the modern go to guide on homebrewing (How to Brew) lives in Monorovia, etc. 3 of America's oldest homebrewing shops are located in CA (Oak Barrel in the Bay Area, Beverage People in Santa Rosa, the Home Beer Wine Cheesemaking Shop in LA)
In short, there's no shortage of homebrew enthusiasm here in the Bear Republic. (After all, we have to have something to drink to ameliorate the wounding that real estate puts on us!)
Because there are more fun worth while things to do in California. In the pacific northwest, well its self explanatory
People in California are too busy working to pay off their over-priced houses to spend time homebrewing, while up here in the NW, we're living the good life (still thinking about the ever-increasing home prices), brewing juice & wort to drink while we contemplate our snowy-mountain fantasies of spring skiing before the rivers flood and white-water season begins.
I'm a NY transplant to the NW for almost 5 years now and just started making wine & home 5 weeks ago, maybe its just the water up here...
Because anyone who lives in Cali already works at a winery? Or maybe the people in Cali just like to waste money so much they'll pay $15 a bottle for something they could make for 20 cents (beer and wine included).
Because the Californianian's have the market on "VINEO" ya know? "Wine Making" and not home brewing,,, like Beer.....
We used to try our hand at home made beer,,,, it was a total mess.... literally.....and when it blew up.... well luckily we had it all localized in an old chest type freezer....and when it blew up, well it went pop...pop....pop..pop...about a hundred times.... and we loaded up the freezer and took it to the dump........ ya should-da seen the look on the man's face at the dump?? lol ha ha ha..
When California realizes what the market will bring in .... as in revenue's for the brew..... things may change in their State.
But as long as they have the market on the Wine industry,,, don't look for a change any time soon......
Ever been thru one of their vineyards?? Ever been to an Oregon or Wash. State Brewery??? When you do that, you'll see a difference.... and that may shock ya. :) :) :)
Because we'd rather be outside enjoying the sunshine and stop in at the beachfront bar!
