probably not enough water or you lifted the lid right after it cooked let it sit a little bit right after it is done so the rice can still steam a bit...
also it's the first time i've ever seen anyone say use the ratio 1:1 for rice to water! I do that and i've been thinking maybe after all these years maybe i've been doing something wrong eventhough my rice comes out nice and fluffy. Most say it's 2:1

Youre not cooking it long enough, the water wasn't hard boiling when you added the rice, youre peeking (lifting the lid) to soon or that aint rice youre crunching on.

Try steaming your rice!
it usually depends on the variety of the rice if you wanna know the ratio. most of the varieties is a 1:1 ratio but others need more or less water.
what we do is that we usually let the rice cook by itself with its own heat after the water has dried out. avoid opening the cover too often, you just need to check it if the steam that comes out of the cover has let down. turn off fire if there's no more liquid or if the bubbles are on the rice. keep it covered, do not open until after 5 mins
