Cook the beans at a low boil for 1-2 hours then add them to the chili. Put all of that into a crock pot or slow cooker for a few hours on low, a little extra juice which they will absorb some of.

Bring them to a boil and simmer them for about 3 hours
Put your chili in a crock pot and have it simmer for about 8 hours to get the husks of the beans to open. Since you didn's soak the beans first before putting them in the chili it takes a long time to get them to open and soften.
Did you already put the other ingredients in? Tomatos (or sauce) or chili pepper blends will cause beans to not get soft-anything salty has this effect. Add salty stuff after the beans are done soaking.
