If it is the one that is stainless steel and sits on a pot, fill small pot with small amount of water, then put veggies in the steamer, close as much as it will allow, and put steamer on top of pot. MAKE SURE that the water is not touching the veggies. Then boil the water until veggies are crisp and bright!
