For shipping purposes. I dont want the cookies to be hard unless they are meant to be hard by the time they receive them.

Answers:
I use two different tricks to keep cookies soft.
1) Take the cookies out of the oven right when the edges turn brown and I take them off the cookie sheet right away, because the cookies still cook on the sheet even after you take them out of the oven.
2) Put a slice of bread in the container the cookies are in.

Other Answers:
I agree with captaincuervo on the first idea. I do that all the time. The second idea I've never tried but if you do the first and keep them in a closed container they will stay soft for a few days at the very least. My hubby likes his cookies hard so he always leaves them out and it takes a couple days to be hard enough for him anyway.

Also, I think if you include more brown sugar in your cookies it makes it softer.
Putting bread in the cookie container is your best bet. My grandparents would ship cookies cross-country to us, and they were always soft when they came because they'd keep bread in there. The cookies will absorb the moisture from the bread and keep them soft.
