Every pasta package I've ever bought has instructions about the number of minutes. Here's what I do, and it works.
Large pot of boiling water. It's the amount of water, not any added oil that keeps pasta from sticking. I always salt the water with a lot of salt--not much of it gets into the pasta, but what does get in adds a lot of flavor. Once the water is at a vigorous boil add it to the water. Don't set the timer for the minutes until the water comes back to the boil again. Stir the pasta every once in a while.
Keep in mind that the pasta will continue to cook after you drain it, so you might want to take it off the burner a few minutes before the timer is done. This will be doubly true if you are adding it to a pan of sauce you have warmed on the neighboring burner, because the warm sauce will make the pasta cool slower than just sitting in open air. (This business about adding the pasta to the pan of sauce is something Lidia does on her cooking show; she's Italian, I figure she know's what she's doing. And it does seem to get more sauce flavor into the pasta.)
The only thing specific to shell pasta is to make sure you shake all the water out, because water collects in the littel shells, and sometimes one shell gets stuck inside another.
If there's a lot going on in the kitchen and you are afraid you will let the pasta overcook, add a bowl of cold water to slow the cooking and buy yourself some time.

Get a large pot and fill it with water. Let it come to a rolling boil and then add 2 drops of oil so it won't stick together. Then Boil it over high heat uncovered for about 10-13 minutes. It depends on how you like your pasta. If you like it Aldente,(chewy) cook it for 8-9 minutes. Check it by pulling out a shell every now and then and trying to mush it in your fingers. You will know when it's done by how you like the consistency of the mush in your hand.
