Brown rice is unrefined rice. Red rice is a different species or sub-species of grain. Presumably, it could be either refined or unrefined. However, since it is a specialty product, I think it is only available unrefined. Also, the "red" that gives it its name is the bran, so if it looks red, it is definitely unrefined.
