Answers:
Don't recognize the brand, however all the pressure cookers I've used have a twist of the lid to connect to the pan-- which then locks the lid in place.
Look at both the lid and the pan-- see if there are "notches"-- which when matched and then lid turned, usually a quarter turn, will cause the lock to occur. Locking is necessary to build up the pressure that causes the food to cook quickly.
