I think scalding is when it gets to almost a boil.
You can whip cream with a mixer - use whipping or heavy cream, light will not work. Try medium speed.

code girl is correct - just before the milk boils. and you should use a mixer not a blender for the whipped cream/ or you can go the old fashioned route with a whisk if you don't have a mixer.

I never Scald milk in recipes just because I don't trust myself and I know burnt milk is disgusting. I Have never used a blender to whip cream but I think it will work as long as you don't put to much in. A better alternative is a kitchenaid mixer or a hand mixer.
