If you are ingesting it, then yes- which means as soon as a pot starts to flake it off, you shoudl get rid of it and get a new one. As long as it is not flaking, its completely safe. This isnt something new by the way, its been known for a couple of years now.

Yes Teflon is bad for you. If you heat it up past a certain degree it starts to melt and it gets in your food. Teflon is not good to eat, I forget why. 20 20 did a story about it a couple years ago it releases a chemical in your food.
Teflon is bad if you consume it. However it makes a great non-stick frying pan as you don't have to use oil to cook! But do change a new pan when the top layer surface is scratched off.
