Answer:
The perfect cup of masala chai!
1. Measure a little over half tea cup of water
2. Add freshly ground Masala ( 1 cardamom, 1 clove, and a pinch of fennel seeds)
3. Bring water & masala to boil, add black tea
4. add milk and sugar(to taste)
5. Bring masala tea to boil and serve!
you can just few chuncks of ginger you don't and shouldn't mince it and to make it....
start with water or you do just milk and put some tea leaves in there (about 2.5 teaspoon) and about 1spoon tea masala (if you want it stronger than add a little extra) and bring it to boil...add some sugar (to taste) and once the water looks dark enough add milk (if didn't add at the beggining) and bring it back to boil...keep an eye on it so that it doesn't overflow.

You can buy Chai Masala at the indian grocery stores now. Just add it to your regular Chai or some have instructions on how to make it.
