Answer:
Being a Good Cook is simple. Just follow your heart while cooking. To start with one must be a food lover, have a mind to satisfy tastebuds, serve people with luv and care, and put your heart and soul in anything u cook.. The most important thing to keep in mind is never forget the basics of cooking.
i.e. for indian foods relating to any cuisine be it punjabi, south indian, bengali, maharashtrian etc. there are some basic principles which go for any dish. The fundas are the same for any type of dish either sweet or sour and tangy. One must know the measures by instincts rather than spoons to add to the dish.
Like for preparing curries the basic ingredients are onions, tomatoes, garam masala, ginger, garlic, salt.
For preparing some indo-chinese cuisines all u need is oil, garlic, sauces, vegetables, pepper powder, salt and corn flour.
And serve any dish in a nice bowl with love..
Last but not least for a good meal the company of people matters most rather than the food!
start going slow and try easy receipes like on kraft easy foods.
Practice. Experiment. Try recipes. Cook for yourself. Every time you make something add your own personal touch. My grandma used to make notes in her recipe books along side each recipe of what she needed to change next time she made it. She was an excellent cook.
NOT by reading a cook book or even taking a class. You become a good cook by developing a passion and love for food. If it makes you happy to serve someone something that you cooked for them, you're on your way.

I swear, you can taste the difference between someone who cooks because they have to & someone who cooks because they LOVE to. cheers :)
practice, do not let the failures get you down and think about taking some short courees at an adult learning center or college concerning cooking to sharpen your skills.
Start small, and work up remembering to challenge yourself. You can learn a lot be reading through a good cookbook (The Joy of Cooking by Irma S. Rombauer is nearly an encyclopedia of cooking techniques and recipes). Also, it never hurts to take a class or camp out infront of the Food Network. You can get a lot of practical info from Food 911 and Good Eats.

start with simple recipes which you can get pretty much anywhere there are books for sale. Start with easy recipes and work on your way to bigger meals. Not to mention if you have good cooks in your family, ask for some recipes and maybe a little help to get you started. I learned rom both my parents and I am happy to say, I have 2 healthy, happy teenage boys who now have learned from me to cook. I bet you'll be a great cook. Good luck
