Answer:
they are sometimes called by a different name in the west coast-- not scallions but green onions pancakes, I just forgot how they are called in cantonese -- but they should be available if they serve dimsum or appetizer in the menu
Not a good seller, ask for them on the side, sauteed if necessary:-)
I have never seen scallion pancake on any menu.
I have been having trouble finding them in New Jersey, so I started making my own. Here is Ming Tsai's recipe from the Food Network website:

Wow, never thought that could be made. I live in the west coast and I have never seen it in the menus. What area of the U.S. do you live?
Probably not a good seller most likely. The best Chinese chefs closest to the US are in Vancouver.
I have never heard of a scallion pancake, and I frequent Chinese restaurants all the time here in Texas
