Answer:
sticky rice is a kind of rice. you can't make sticky rice out of regular rice.

there are many ways to prepare sticky rice:
-mix it with regular rice to give it a softer texture
-rice porridge: from savoury ones like chicken porridge to sweet ones like banana-and-longan porridge
-stuff it with spicy ground chicken and steam in banana leaves (there are many variants, in Indonesian they are called "lemper", "arem-arem", "semar mendem" or "bacang")

Short Grain rice, Sweet Rice, Thai Glutinous Rice...
1 cup of water to 1 cup of rice...
Into the rice cooker and it always comes out perfect...
THAI STICKY RICE WITH MANGO DESSERT

Ingredients:-

-2 cups glutinous (sticky) rice, soaked in cold water for at least one hour and drained
-1 1/4 cups coconut milk, canned or freshly prepared
-pinch of salt
-2 tablespoons of sugar
-2 large ripe mangoes, peeled and sliced

Method:-

1) In a saucepan bring to a boil: rice, coconut milk, salt, sugar and 1 1/4 cup water. Stir.
2) Lower heat and simmer, uncovered, about 8-10 minutes until all the liquid is absorbed.
3) Remove from heat.
4) Cover and let stand 5 minutes.
5) Transfer rice to a steamer or double saucepan and steam 15-20 minutes over boiling water, until rice is cooked through.
6) Mold the cooked rice into individual ramekins or small cups lined with plastic wrap.
7) Cool to room temperature.
8) At serving time unmold onto a plate and top with mango or even strawberries.

ENJOY!!
Oh! now my recipe is really easy, foolproof, and always comes out perfect!

1. Take one car and proceed to Thai restaurant.

2. Order Sticky Rice to go

3. Proceed back home and enjoy!

My way is cheaper too. Plus you can reheat the leftovers in the microwave!
To prepare sticky rice properly:
You will need a sticky rice steamer set:a metal pot with bamboo steamer basket (you cannot make it in an electric rice cooker) and glutinous or sticky rice (note that this type rice is not the same as Jasmine rice).

Preparation

Soak the rice in plenty of water to cover for four hours or over night. The rice will approximately double in volume when cooked, so use approximately 3 1/2 cups for 3 people.
Drain and rinse. Place in the bamboo steamer basket over plenty of boiling water (in the metal base). Cover with a 5-6 inch lid that will rest a few inches above the rice. Any cooking pot lid will do.
Steam for approximately 30 minutes, depending on how long it was soaked. Check to see if the rice is cooked through by mashing it between your fingers. Cook until it is soft but still firm.
Serve in place of jasmine rice with your next Asian meal, especially with grilled chicken ("gy yang").
