I know it's made from sesame oil, chillis and garlic, but how to cook it?
How to give it that genuine Chinese taste?
Answer:
Add the ingredients and let them "steep" in a pot on the lowest stovetop setting for up to 10 minutes (longer steep, stronger the taste).
Then allow to cool to room temp, strain and bottle. I use an old wine bottle with a bar-type pourer.
I recommend you do small amounts and adjust the ingredients and steeping time until you get the flavor you are looking for.
I make 2 versions at home...one very hot for myself and one very tame for the Mrs.

Dunno about Hong Kong chilli oil but here's how they make it in mainland China. U simply buy some smashed dry chilli from supermarket n fry them in a pan with a bit of vegetable oil. Then put the extremely hot chilli into a large bowl and add some more vegetable oil into it, the vegetable oil will boil n that's it!
Cooking is definitely the key, use a quality red pepper or robust brown, habanero, ancho, or even a joiaquille. string and sun dry when fully dried , process into flakes , in a dry cast iron skillet or heavy wok toss 1/4 cup flaked peppers vigorously over medium heat till oils begin releasing,and reduce heat to simmer add 4 toes garlic add1 cup sesame oil (the trick is with vigorous use of a quality stiff sort blade steel spatula to not allow product to stick nor to use such intense heat product begins to caramelize)simmer 5 min then add 4tbsp quality soy simmer additional 20 mins. depending on peppers used & time simmering you can adjust the flavor,...enjoy !!
