Answer:
Add diced tomatoes...this will dilute the mixture. You can also add other veggies such as corn (cooked) and peppers (raw) and make a veggie salsa.

Just add a can of Hunt's Diced Tomato with Sweet Onion. Or you could go with the obvious...buy a jar of mild and mix it in.

The sugar trick doesn't work. Neither does lemon juice. For example, Thai cuisine is based on 4 intermingling flavors: hot sour salty sweet (peppers, lime, fish sauce, and palm sugar). None will cancel out the other, only give it greater depth of flavor. That's why Pad Thai noodles are sweet & hot.
You can try 'thinning it down' by adding some 'chopped tomatoes' or you can try drinking 'beer' with the 'salsa' and whatever other food you are having. BEER is the 'best thing you can drink' when you are eating food that is 'too hot' because it 'cuts' that 'burning sensation' in your mouth.
The heat of a salsa comes from oil-based ingredients. A touch of milk, sour cream or yogurt will fix it easy. Sugar will mask it - it will still be hot but you'll taste the sugar. Added veggies will dilute it and generally ruin the flavor mix.
add some tomato sauce..my mother in law does that when she makes it to hot!! works every time, and no chopping...
We add lots of tomatoe sauce or crushed tomatoes. My husband likes his homemade salsa very hot. I like mine milder, that's what I add in.
Add tomatoes and finely diced cucumbers. Cucumbers, especially, help take the heat away.
