They do use spoon to eat noodle with soup - put some noodle on the spoon using chopsticks, then eat.
Koreans eat rice with spoon, but Japanese don't do so.
I think Japanese table manor is eat soup with chopstick. (Hold the soup bowl and drink the soup, and don't use spoon)
I'm Korean, I can eat ice cream with chopsticks if I want so. ;-)
By the way, chopsticks existed long before Confucianism. It's discussed in 19 century how chopstick is "honoring the food" compare the forks and knives.

I'm not sure about you but I don't eat a steak with a spoon. What are you wanting them to use it for?

The soups they made were put into bowls and sipped but as western dishes such as ice cream arrived, they adapted to spoons, but they still wanted to stick to their tradition, so they still use chopsticks to eat foods that are edible by chopsticks. If you're asking why they don't abandon the use of chopsticks, I gotta tell you, chopsticks are easier to use when eating vegetables, fish, rice, salad, etc. Especially salad!
