I doubt you would be able to get any kind of agreement on that. Too many cultures competing with their own kinds of food.

Peruvian food is generally recognized as some of the tastiest in South America. I think Lomo Saltado (beef with potatoes, tomatoes, and spices) would qualify for tastiest dish, but that's my own opinion.
