I'm in CA, and I can get manchego at any Safeway or Albertsons. I consider it more like monterey jack, but better. If those fail, try a latino/hispanic local store. It's very good, in fact I just bought some today to shred and store in the freezer!

I would try a specialty grocery store. Something like Trader Joe's.
Look up "specialty food stores" or "cheese shops" in the phone book. If there are none by you, you can use Pecorino Romano as an acceptable substitute (you should be able to find romano cheese, probably domestic though, at any grocery store).
You can buy manchego cheese online at a variety of websites ( such as http://www.cheesesupply.com/ ) or if you're willing to travel, it seems as though there are a number of cheese shops throughout Texas ( http://www.yellowbook.com/category/chees... )
You may have a store there in PA which sells manchego, but you'd just have to spend a few minutes on the phone calling all the large and specialty grocers in your area.
Try Kroger's or Tom Thumb I bet they have them. Also albertson's. A lot of stores will special order something for you if you ask.
If all else fails try a gourmet food store.
Do you have a United Supermarket nearby? They have it.
If P.A. is where I think it is. Try Sun Harvest Grocery in Corpus
