I highly doubt it, as haggis contains sheep blood and oatmeal stuffing into a sheep's stomach and stewed. It's not exactly the type of dish for which substitutes of any type are available.
Considering haggis is basically an entire sheep (heart, flesh, tongue, liver, and lungs stuffed inside the stomach and boiled) there is not going to be any way to make a vegetarian or vegan version.
