It was served by street vendors in Singapore. The dish consisted of a bed of rice with a thin fried fish on top covered in some sort of red sauce all wrapped in a banana leaf.

Answers:
NASIK LEMAK
I think it's either Nasi Lemak (Coconut Rice) or Otak Rice.

In a dish like Nasi Lemak, the rice is cooked in water and coconut milk. A small whole fish usually fried till crispy and topped with a sweet & spicy chilli paste (sambal)is then served on top of the coconut rice.

It is a popular dish and street vendors are getting competition from food courts, coffee houses and even some restaurants.

For takeaways it is wrapped in banana leaves. Although these days one can find it packed in plastic takeaway boxes or wrapped in hygienic brown paper lined with clear plastic sheets.

OTAK OTAK
Or it could be Otak which is minced fish fillet marinated in coconut cream and spicy chilli paste. First wrapped in coconut leaves and cooked over coal fire. The thin BBQ leaves are then removed and the fragrant BBQ fish paste is then topped over plain steamed rice.

Bon Appetit

But I have a strong feeling you are talking about Nasi Lemak - a favourite Singapore Breakfast dish. Bon Appetit.

Other Answers:
It is definately Nasi Lemak. With all due respect, most dishes famous in singapore are originated from different states of malaysia. singapore was part of malaysia before separated in 1964(?)
1) deep fried fishies - anchovies w/spicy tamarind based chili sauce over it, most of the times served w/coconut rice, curry meats, fresh cucumber chunks & fried skin on peanuts on the side. all wrap up in banana leaf/ on a reg. plate/ unused newspaper baggie. it's call nasi lemak. (fatty rice)
2) if u got yaself a grilled wrapped up banana leaf minced fish orangy colored like, then tt's call otak otak. it's just reg.fish fillets like cods minced w/tumeric, grated coconuts/coconut milks, lemongrass, & other spices, wrap up w/ banana leafs & grilled afterwards. it's call otak otak.
p/s : if it a small whole fish deep fried w/red sauce, might b ikan kembung, or use small mullet fish deep fried for substitute, serve w/chili sauce/sambal sauce -chili sauce cooked in minced shallots & tamarind paste.
