always remove the outer leaves & just discard them.
they are bitter and usually not clean.
for lumpia: the inner part of the cabbage is best, it's tender and cooks quickly.
I always remove the outer leaves on all cabbages for sanitary reasons...
i love lumpia. i remove it and wash the rest.

I use it all! It can be expensive so why waste anything? If its not rotten, just clean it very well. If its tougher than the rest, then cook it first and add the rest later. Never waste what you can use.
