You can find these chillies (dried) at most large India grocery stores, I get them here very easily. Also, many companies do make Kashmiri chilly powder. Most Indian stores in any large city carry the item.

if in the US and if there arent any indian stores around try the normal grocery stores eg Krogers, albertsons, ralphs, Cubs, etc. Go to the ethnic foods aisle and/or spices aisle. The mexican red peppers are just as spicy
