People go to trendy Tapas restaurants in groups of friends to talk and drink without ordering a big meal.

There are a few in almost any major city.

I can do the first part of your question. they are a popular trend, based on snack served in Spanish bars to get people thirsty. They consist of small portions of food but you can get a plate with a variety of them together. They were supposed to be a cheaper way to eat while still sampling the menu. Unfortunately restaurants found that they can still get big money for a skimpy portion of food if they label it "tapas." They are very popular on the coasts. I do not know about Ohio but I am guessing yes there also.
