If you're not concerned with your fat intake add - fat. I use butter when I overdo the spices for my guests. It really does kill some of the heat.

If the rice isn't cooked yet, you could add more rice. Or you could cook more rice (plain) and mix it in. I do this all the time for a packaged mix we like for dirty rice. It has a little too much heat for us, so I just add a bit more plain rice.
Try eliminating the red pepper and substituting it with Sazon & Adobo Seasonings. Also, replace the red pepper with green pepper so it's not nearly as spicy.
Make double the amount of spanish rice you need and add all of your ingredients except the HOT red pepper to it. After that, freeze the half your'e not using for another time. That should work.
