Funnel cake is batter and not dough. Kind of a thin pancake batter, with a few less ingredients.

Wheras fried dough is like pizza dough put in a deep fryer and then put sugar all over it.
Fried dough is usually one big solid piece of flat dough, whereas funnel cake is poured from a funnel resulting in a string like dough shaped more or less like a circle.

I think they are the same
Funnel cake is made from a fried batter .. and fried dough (like zeppoles) are a firm dough that's fried.
Fried dough is eaten in the north. Funnel cake, down south.
