Half and half is like a thick milk. Sour cream is soured, first of all, and denser and has a more solid texture. They can't be exchanged for one another in recipes because the consistency, taste, and texture is completely different. It would be akin to substituting milk for whipped cream.
One is half milk, half cream while the other is curdled (soured) milk. Both good in their places not NOT generally a substitute for each other.
Sour cream is a thick vinegary tasting goo used for making dips and eaten with mexican food to cool the burn. Half and half is like a semi sweet coffee creamer.
