A (very) basic Spanish rice is made with tomato paste and chili seasonings. Mexican rice is usually made with either tomato paste or chicken stock (or some just leave it white) and it has veggies such as carrots, peas, and potatoes in it. Mexicans traditionally use rice to compliment a meal by serving it along side the main dish, whereas Spaniards will add things to the rice (such as seafood) to make it the main dish. When this is done, it is known as paella and is seasoned with saffron.

Both use a brown rice but spices and herbs used usally make the difference in styles. Personal variations are prefferences in serving manner. like with a gravy or another sauce.
