If you meant Balut, where the egg is partially formed then it is not an indian dish. It is a local delicacy of the philipines.
I have not come across any indian dish with partially formed egg before as i have been eating many varieties of indian food since 1970. However i will not say that there is none as i have not toured all of india and tried all the indian food. Afterall, its the second longest surviving culture in the world after China with 3000 years + of history and eating :)
