Stick your face right over the bowl?
If you mean your face in looking into the bowl (like you're reading a book) and hovering 3" or 4" from the bowl, then I'd say, "don't do that". Not that it's wrong... it just looks weird.

What I do is lean over the bowl, head at about 45 degrees, mouth over the bowl about 5" so I don't splash stuff around.

I used a 2 handed approach.
1. I for chopsticks, the other for the soup spoon.
2. Add the basil, sprouts and lime juice.
3. For me, I put a dallop of hoisin and lots of chili sauce with each bite. My soup ends up looking like tomato sauce when I'm done.
4. Use the chopsticks eat the noodles and other ingredients, while I use the soup spoon to drink a little soup with each bite.

Look around and see how other folks are eating their Pho. You'll see a bunch of different techniques.

I've seen people only eat the noodles and other solid ingredients while leaving the soup or other drink it at the end.

I've seen people drink some of the soup before starting in on the noodles.

I've seen more experienced Pho eaters, use a "cradle" approach where they use the chopsticks to pick up a bite size bundle where they use the chopsticks and the soup spoon to bring it up to their mouth. They take a bite and sip the soup simultaneously. I can't do that... I'm not coordinated enough. lol
How to Eat Pho

In order to eat Pho you have to have Pho.
So you go to a Vietnamese restaurant and order it.
If it is your first time order Pho Tai.
Also order hot tea and cafe suda.
This is iced coffee.

First will come the hot tea.
Pour a cup and sip some.
Then will come the cafe suda.
It is served differently at different restaurants.
But here it is sweetened condensed milk covered with
chicory coffee from Cafe du Monde in New Orleans.
This is poured over ice.
All during lunch you should stir the cafe suda.
But do not drink it.
But keep drinking the hot tea.

Ok, now the waiter brings the Pho Tai.
It is in a big bowl.
Everything is floating in special 24 hour to make beef broth.
It should be a nice clear broth.
There will be rice noodles.
They like to be called rice sticks.
There will be white and green onions.
There will be thin slices of red raw beef.
They will cook in the hot broth in a few seconds.

The waiter will also bring a plate full fresh ingredients.
Put some sliced chile in the bowl.
Tear up the Thai basil and other herbs and put them in.
Pick up some bean sprouts and put them in.
Squeeze the lime juice in.
Add a little Hoisen sauce to one side of the bowl.
Put some Sriracha hot sauce there too.
Stir it all up with the chop sticks.
Sip some tea.
Stir the cafe suda.
But do not drink it.

Now with the chop sticks in your right hand
and the Chinese spoon in your left hand begin.
Eat some beef first.
Then sip some broth with the spoon.
Sip some tea.
Stir the cafe suda.
But do not drink it.
Eat some noodles and herbs.
It is very good to slurp your noodles.
Keep doing this for a few minutes.
Then you have finished the Pho.

Now you should drink the cafe suda.
This will have been served in a tall glass.
You will have been stirring it with a long spoon.
Some people drink it with the spoon still in the glass.
Others take it out.
I like to leave it in so I can feel the cold metal of the spoon on my cheek.
The drink is sweet and cold.
If you have done all this right you should be feeling very satisfied.
Don't stick your head right over the bowl. Use chopsticks or a fork and a soup spoon to eat pho.
It's perfectly acceptable to lean over your bowl, though most try not to lean TOO far over - avoid putting your face down near the bowl. =) It's better to lean over than make a mess on the table/yourself. Most of the Vietnamese folks I know eat pho with chopsticks in one hand and a soup spoon in the other. Pull a mouthful of noodles up with your chopsticks, bite them off if they're too long to put in your mouth at once. Have a sip of broth with your spoon. Repeat.
Unless you slop the food around like an animal, there is nothing wrong with having the bowl directly under you face.
The rice noodle is very delicate and it takes a little finesse. Usually I soak the bean sprout under the noodle for a little while, and then I mix up the noodle with the sprout. This makes it easier to handle and I like the taste of the mixture with the broth.
Whether you use a fork or chopsticks, support the "bundle" with a spoon by the other hand when lifting it from the bowl to your mouth. Having the bowl directly under will catch any slip outs and drips from the food.
I put the hoisin sauce, chili sauce, bean sprouts, basil leaves (after taking them off of the stem and tearing them into little pieces) and extra peppers (I get extra peppers with mine) into the bowl.

I keep the lime out of the soup and suck directly on the lime from time to time.

Use your chop sticks and soup spoon.
I also use the 2 handed approach.

Bring the spoon or chopsticks to your face, not your face to the food.
Eat like a normal person would eat. Use your hands, hold the utensil and pick the food up into your mouth.
