It is on the exterior of my pots and I have to scour it off with a scratch pad occasionally. It does not come all the way off and is really hard to get off. What is it?

I dont know but I get the same thing its like a ring around it
Maybe starch...i guess it depends on what you are cooking. Rice, potatoes, pasta...
it could be also mineral deposit from the water. I find if I am boiling water, for a long time bu it self, I notice a white film on my pots. I have a gas stove now but I have seen this on an electric stove as well
I also think it's mineral deposits from water. Either from cooking with water or when the pots and pans are washed.
