For people who do labor work and/or in retail businesses, dinner's normally served later, around 7pm to 8pm (they often eat a small "afternoon-brunch" at 3pm-5pm so they won't be starved till dinner).
Vietnamese people are not that big on supper but if there is one, it would be served after 9pm (8:30 pm for kids).
There're always exceptions. For example, when I had to study for my highschool 's entrance exam, I ate every 3 hours on weekends and had only two meals on weekdays (which were breakfast and a very late dinner).
