HP Is British, but you can find it in Canada, and I have seen it in some stores in the US. What they have is the equivalent to HP is A1 sauce, thou not as good, I prefer HP.
FYI, this American Knows HP, and loves it. We have it all the time in our fridge. Not knowing about a sauce is not a tragedy. It is just a sauce, and for those who don't know about it, it is not the end of the world, but when you do, you will like it too.

Im canadian living in UK but ive eaten HP in both canada and US.. we do have A1 but also HP :) depends where you go
As you can tell from some of the answers, the reason why American restaurants don't have HP sauce is because most of America has no idea what the hell HP Sauce is. A tragedy really. I always keep a bottle in my fridge at home. It's good.

the americans cannot take spice. also h.p. has the houses of parliament on it. There is no sauce with the white house on it. They just like sausages with syrup...says it all...really...
You answered your own question: American food doesn't use those type of sauses. You're lucky if you get the waitress to bring you Louisiana hot sause, if she's nice!
There are 'British' shops in the USA for ex-pats (like we have Biltong shops over here for South Africans). They sell it!
