I'm confused by your question. Dim sum is not a single food, but a meal or snack made of up of a selection of many small dishes.

Because you mention dough and steaming, I'm wondering if you mean jiaozi (steamed dumplings, also called potstickers if they're pan-fried or Peking ravioli here in Boston), which are commonly served at dim sum. The dough for these is made from glutinous rice flour, which you can find in a Chinese grocery store. You can also get rice flour at Indian grocery stores, but it's not made from glutinous rice. You may also be able to find it in the Hispanic section of your supermarket. Look for Harina de Arroz (Goya brand).

An easier solution would be to use won-ton wrappers, which you should be able to get in most large supermarkets. Use them quickly, though, because they don't keep for a long time.

I've attached link to a simple Americanized recipe for won-ton wrappers. The recipe calls for plain all-purpose flour (but substitute glutinous or regular rice flour if you can get it), egg, water, and salt.

Whatever you do, don't use biscuit dough, which contains baking soda, buttermilk, and shortening. There's really no place for biscuit dough in Chinese cuisine!

Yes you actually can! ( you must of realized it because you said steamed). But be careful, steaming too long makes it like a chewy rubber.
I use this recipe for my steamed dumplings...

Pastry
1 cup flour
1 cup cake flour
1 teaspoon oil
1 cup minus 2 tablespoons of boiling water.

Mix the flours. gradually add oil and water to the flours stirring constantly with fork until crumbly. Kneed till soft and smooth. Cover with tightly fitting lid (I use an ice cream bucket). Let stand 15 minutes. Roll out and fill with what ever kind of dumpling you want. - seasoned ground pork with cabbage.., seasoned. shrimp, etc...
