First, do not put cellophane over your lights. This is a fire hazard. There are special theatrical gels that you put over lights to change colors. Home Depot sells colored bulbs, which is a safer way to go. Look at these sites for party ideas. They include decorating, food and game ideas.

Still having birthday parties at the age of 18? Wow, generally you grow out of them by that age.
I could help you better if you could give me a theme. And I think 18 is a great age to celebrate.
Blow up pics of the birthday guy/girl. From baby to driver's license pic. Put around some things on tables or walls that mention things that you have to be 18 for... voting, driving without restrictions, totally legally responsible for yourself - including debt!! Many states and countries have really different things you can do once your 18. Ck the internet. Been to one party that did this , there was some really funny stuff.
I would not do the light thing, not very safe. Use colored party lights instead. Another idea is to use multiple strands of Christmas lights. See if you have a local party rental store and see if you couldn't rent a disco ball, smoke machine.
