Two-year-olds do not need to have big birthday parties. He won't remember it and you will spend a lot of money. Invite the grandparents over for cake and ice cream on Sunday afternoon and take pictures.
Trust me, you'll have plenty of birthday parties in the next 16 years.
A 2-year old isn't really going to care what you do, you could probably even wrap up some toys he already has and give them to him for his birthday and he won't know the difference. Personally, I'd just have it at home. More than likely he's not going to remember it anyway.
Chuckey Cheese has some really good deals and i mean good deals for partys that are during the week being that its a 2 year old ( possibly has some 2 year old friends that would be coming)monday afternoon would work out just fine because a 2 yr. old doesnt go to school.
For a 2 yrd chucky cheeses is a really good place to go. Not only will they clean up the mess when your done but there are lots of games and stuff to do but it is one of the most secure place to have a bunch of kids as they do the black light stamp and no one else can take a kid unless the stamp matches yours. They have several package offers too.
McDonalds isn't too bad either.

I have a 2 year old boy and I did him a Peter Pan Party!! It was so much fun !! If its not to cold I would suggest the park that way its not your house they are messing up, people can come and go as they please, and you can always count on a park to give you beautiful backgrounds for pictures and good lighting!!!
I don't know where you live but keepers creepers is ideal. Or you can go to you local McDonald's remember they were always fun to go to back in the day. Or if you have something at home, go to party city. They have so many ideas. It is hard because they are boys and they will be turning in to terrible two's (smile) Fun.
this is simple. since it doesnt take alot to impress 2year olds...
first of all, im sure that other kids will be at the party, so the age gap varies.
decorations are simple. ballons, crep paper, a banner with their names on it..
for food, anything from macaroni and sanwhiches go!
one trick to make stuff more appealing is a bit of colouring powder, this in a bit of cheesepaste( especially green) kids love!
make some kool aid, also make some and fill into ice cube trays, when it hardens use it like ice in a different colour of juice, this is also fun for kids.
entertainment... lots of music that they love!
if u get family members to volunteer to do0 stuff, get some cheap face paint and get the kids faces done..
there are so much things i can think of, but this is a few for now!

Toy Story is a great theme to celebrate 2 yr olds bday, they usually love buzz o woody so pick one of them to do the party around. Do pi?ata, great food and drinks. Great theme for two year old boys.
Do something he has not done before, go visit a castle, old car museum, something special then meet up with family for cake later. Keep it simple & stress free - hes only little, you can have big parties when hes older trust me - mine are 19 & 16 and it gets hectic!
