I'm not sure what the difference between a "high tea" and a regular tea are, but here are some ideas.
Decorations: Fresh flowers in vases or teapots
Pale colored table clothes
Decorated napkins
Decorated paper plates
Clear plastic utensils
Tea pots
Music: Low key and pleasant
Classical music, such as Rimsky Korsikoff
Movie themes: Chocolat
Field of Dreams
Instrumentals that are romantic and melodius
Food: Sandwiches: egg salad, ham and brie, sliced turkey,
roast beef with horseradish sauce on a variety of
breads with the crusts removed and cut into
quarters
Cucumber slices topped with cream cheese,
smoked salmon, and dill
Quiches: you can make or purchase mini quiches
that are traditional with bacon and swiss or you
can use carmelized onion with mushroom and
jack cheese, or try artichoke, green chili, and jack
cheeses.
Cheese and crackers
Cookies (biscuits), brownies, petit fours, mini cream
puffs, mini eclairs
Have everyone dress for the occasion by wearing their Sunday best and for the girls, hats!
I saw the cutest decorated teapots (about 6" tall) at the Dollar Tree - they were really bright, Springy colors. I thought to myself then - they would make cute Tea party decorations. I think if you got several of those and placed them around the table for a centerpiece - it would be so cute.
I would try some new age music - perhaps Celtic music.
Recipes - make tiny fruit tarts - Use already prepared pie crust - cut small circles and fit these over the greased bottoms of mini muffin pans (turned upside down). Then bake. When they are done, pop them off the tin and let them cool. When they are cooled, fill them with lemon curd (sold in the jams & jellies section of the store). Then top with fresh fruits (strawberries, blueberries, blackberries, raspberries, kiwi, etc) Then melt a little bit of orange marmalade in the microwave and brush over the tops of the fruit - it will make them glisten and taste great. I served these tarts at a tea party last summer and they looked beautiful and tasted great - everyone wanted the recipe.
Along with the tarts, I serve mini banana nut muffins that were split and "buttered" with a small amount of cream cheese.
I also added tiny finger sandwiches made with Cream cheese softened, chopped pecans, chopped green onion and shredded cheddar cheese.
