Go to the dollar store. Buy plates , plastic table covers and napkins in purple and lime green. Get 3-5 purple and green balloons blown up with helium and tie them to the 2 yr olds chair. Looks really festive and what kid doesn't adore balloons? Buy the Barney paper party cups, enough for just the kids attending. Get a piece of tagboard (you know, cheap cardboard like used in school projects) and draw a barney figure with crayons or markers. Cut some shapes out of green paper and put a roll of tape on the back. Blindfold kids and play tape the shapes on Barney!! Decorate the table or room with your child's stuffed barneys. Play a barney video in the background for setting the mood. Frost the bday cake in purple icing. Serve green kool aid.
If all else fails, just have fun with your two year old, because he is not going to remember his 2nd bday anyways! The parties and presents for kids this age are more about the parents then the kid. As long as he/she gets to be the center of attention and play games and eat junk food, they are happy!
Buy your paper goods (napkins, plates, cups, table cloths, streamers, balloons) in the bold purple and lime green Barney colors. It is cheaper than the character specific stuff. Instead, spend your money on Barney things that are big (centerpiece, pinata, cake). Use his/her Barney stuffed animals as centerpieces or decoration.

You could play Sesame Street music and have the room decorated like Sesame Street! And you can dress as Barney.
