Sounds fun! Start with a facial - a good cleanser and a face mask. Check to see if you can get samples. Sephora.com has a lot products. A pretty wash cloth to take the mask off with - cotton balls and a small bottle of astringent. Next for the pedicure and manicure - a little jar of bath salts to soak your feet in the tub, a pumice stone, nail file, nail clipper, foot and hand cream, and OPI nail polish. The little throw away pedicure sandals and foam toe separators would also be cute. Lip gloss, bottled water, and a votive candle would be nice additions. You could also put a slip of paper in your bag instructing your guests how to use their products at home :)
i think havin them ova is a hassle u a bit too old for goody bags but u might put bar of soap face cream lotion nail polish mayb even a little face towel

I did this for my daughter's 10th b-day, i went to a local $ store,(or walgreens) and bought gel eye masks(the freezer ones)pumice stones, peppermint foot oil, cuticle creme, mini tubes of mud masks, body scrub, and scented lotion, you can find the tiny trial or travel sizes, then put them into small mesh laundry bags(like for lingere)that way, they can keep the bag in the shower.Burts Bees also makes a good mini-kit.you may also want to try department store cosmetic counters, they love to give away small, individual packages of products.
Also ask at your local department stores because they do give out free samples that you can put into their bags.
