Thinking totally outside of the box.
You mentioned "savory" foods. Why not celebrate your friend's birthday as part of the meal, instead of at dessert time? For example, you could bake a fancy, savory meatloaf or quiche in a bundt-style pan and top it with lighted candles...as you bring it to the table, all could sing "Happy Birthday" at that time.
If you really prefer to wait until after dinner, and if your friend is willing to eat fresh fruit, you might try this:
Cut a round, seedless watermelon in half, and lay cut-side-up in a shallow serving dish (keeps the melon from sliding around!) on top of a fancy platter. Using a pastry brush, brush the cut edge of the watermelon rind AND the outer edge of the platter with canned orange juice concentrate (to make them a bit "sticky"). Attach a garnish of fresh mint leaves all the way around the outer edges of the watermelon and platter. Decorate the top of the cut watermelon with candles. Once the candles are blown out, flip the watermelon half out of the serving dish onto the platter, cut, and serve.

My daughter doesn't like cake so at her last birthday we did a great big giant cookie. It was a big hit. I stuck candles in it and wrote Happy Birthday with some frosting and it was great!!
I don't know where you are from, but go to BJs restaurant and get a PAZOOKIE! It's a warm cookie with vanilla ice cream.. it is soooo delicious!
Other ideas are cupcakes, chocolate covered strawberries, or cream puffs!

you could do a devils food cake (which is not too sweet) and a raspberry sauce to be applied by the guest, or angle food cake with a side of strawberries, blueberries or fresh pineapple.
Lemon Merengue Pie or Key Lime Pie both have a kick to them and aren't that sweet.
Make a Hungarian cake called "Noni Torte". It is a torte cake and has 12 eggs for 3 layers and grated chocolate in it. Frost it with a custard frosting which is not sweet.
like the othres said a giant cooki is cool! also maybe cheescake, or turtle pie (had that on my birthday! SWEET AND ELICIOUSE) (but VERY sweet) or you could do milkshakes and stick the candles in the whipped cream...umm yea
or grass hopper pie! nummy! (its like a mint green pie) (havnt had that in ages, wow its good) ok, im done! now im hungry for sugar...

You can stick a candle in just about anything... have a dinner party, and stick one in her mashed potatoes.
What are some of here favorite foods? If she liked rigatoni's,,, heck I'd stick a candle in a rigatoni. What about fruit? Cut up a bowl of fresh fruit. watermellon, strawberrys, pinaple, cantalope...?
MY SISTER ISN'T A SWEET EATER EITHER. YEARS AGO FOR HER BIRTHDAY I MADE HER FAVORITE MEAL, SHEPHERDS PIE. WHAT MADE IT SPECIAL IS THAT I WROTE "HAPPY BIRTHDAY" IN CORN ON THE TOP OF THE PIE. YOU COULD DO THE SAME WITH LASAGNA, MEAT PIE, OR ANY CASSEROLE.
