Or you could have a party and tell everyone to bring some sort of drink--or if you have one after you turn 21, you can make halloween punch (with alcohol) and jello shots but you could make them in those halloween molds from grocery stores. Just an idea:)
For my 21st, I'm gonna have a roller disco. We'll shut down the local roller rink and charge a five dollar cover. It'll be open to the public, but security will be inforced. I can't wait.
what you should do is have some fun. Go to the mall or go go-karting. then when it gets dark invite your friends over and have a scary birthday party(included some drinks if they are over 21)where you tell scary stories and talk about boys. It will be a lot of fun!

Rent a limo! Go see your favorite (or ther favorite) place and eat at theyre fave restaurant with your best freinds!
You can probably go to a club,if you decide not to ,you can always keep a party. Food should be kept light mostly finger food, more drinks both alcoholic and non-alcoholic.
Weekend of Halloween! Lucky you. Get your friends, get dressed up and go to Halloween smash at a local club or trendy bar (I personally think bars are more fun.) If you live somewhere that has any sort of nightlife there will be Halloween shindigs that Saturday.
Drink recommendations for the birthday girl (plus you should drink free being it's your 21-run, other patrons will always be willing to pay!)
Start off with a Shirley Temple with (Three Olives) Vodka
Time for shots Mexican Flag Shot (It's crazy!)
Lemon Drop (Shot or drink/both are good!)
